Yes. Cutting a new opening in your foundation is a structural modification, and that requires a building permit — Summit County for Twinsburg, Hudson, Macedonia, Sagamore Hills, and the surrounding townships, and Cuyahoga County for Solon. Aurora projects can fall under Portage County.

Which office issues the permit depends on where you live. Twinsburg and most of our Summit County work go through the Summit County Building Department.
